Background
Malaysia’s smart city journey began more than a decade ago, anchored by early flagship efforts such as Iskandar Malaysia, Smart Selangor, and the Putrajaya Smart City Blueprint [3][5]. The Ministry of Housing and Local Government later formalised this direction through the Malaysia Smart City Framework (MSCF) 2019 to 2025, built around seven components: smart economy, smart people, smart living, smart mobility, smart environment, smart governance, and smart digital infrastructure [2]. A successor blueprint, the Malaysia Smart City Blueprint 2026 to 2040, is now being developed by the Ministry of Housing and Local Government, signalling that the country views this as a multi-decade transformation rather than a fixed-term project [2].
The intent was never in question. Malaysia adopted a maturity-based approach, guided by PLANMalaysia and aligned with international standards such as MS ISO 37122:2019, allowing cities to progress according to their own readiness and governance capacity rather than chasing a uniform technology checklist [7]. On paper, this is a sensible and pragmatic model. In practice, the gap between framework and outcome has become one of the most discussed issues in the country’s urban development conversation [8].
Current Statistics
The scale of investment and interest is not small. The Smart City Expo Kuala Lumpur, held in September 2025, drew more than 10,700 participants and 146 speakers, a signal of how central the topic has become to policy and industry discourse [1]. Selangor remains the country’s leading state for smart city development, accounting for close to 38 percent of market share in 2025, followed by Kuala Lumpur, Johor, and Sarawak [1]. Within technology segments, IoT platforms and sensors lead adoption at roughly 35 percent share, while smart mobility and transportation represent the largest application area at close to 27 percent [1].
Digital twin adoption is accelerating in specific pockets. In October 2025, the Penang Island City Council launched its Virtual Island of Penang platform, a RM 30 million initiative using real-time data, satellite imagery, and AI to map structures, roads, and trees across the island [1]. Sarawak Metro has operated Southeast Asia’s first hydrogen bus service since 2020, positioning the state as an early mover in green urban mobility [6]. Malaysia is also projected to add 81 new data centres by 2040, underscoring investor confidence in the country’s digital infrastructure ambitions, even as questions remain about utility readiness, zoning, and long-term regulatory coherence [10].
Yet a report released in July 2026 on Malaysia’s public sector digital transformation found that siloed planning and a culture of secrecy continue to hamper progress, despite reforms such as the Data Sharing Act 2025 [17]. According to the report, the core problem is not a shortage of funding but a persistent tendency for agencies to prepare plans independently rather than as part of a coordinated, whole-of-government approach [17].
The Core Challenges
Fragmented governance. Malaysia’s local councils operate with limited financial autonomy and constrained bureaucratic flexibility [8]. While the national framework laid out clear objectives, it did not establish a single empowered agency to coordinate implementation across federal, state, and local levels [8]. The result is a landscape of isolated initiatives driven by individual ministries, agencies, or technology vendors, often disconnected from broader urban planning strategy [8]. Without a strong coordinating body and clear lines of accountability, well-designed plans tend to remain confined to the departments that authored them [8].
Financing gaps at the local level. Many local councils simply do not have the fiscal capacity to invest in intelligent traffic systems, digital waste management, or green building retrofits [8][16]. Councils largely continue operating on conventional revenue models that were never designed to fund continuous technology investment, let alone the maintenance and upgrade cycles that smart infrastructure requires [16]. Several studies point to the same conclusion: without a more sustainable financing model, be it blended public-private funding, green bonds, or dedicated smart city financing instruments, most local authorities will struggle to move beyond pilot-scale deployments [8][9][11][14].
Data silos and interoperability failures. Perhaps the most persistent and least visible challenge is the absence of integration between systems. Sensors, dashboards, and platforms are frequently procured project by project, agency by agency, with little thought given to whether the data they generate can be shared, cross-referenced, or acted upon collectively [17]. A national digital transformation report has explicitly named this as a barrier that persists despite recent legal reforms intended to enable easier data sharing between agencies [17].
Talent and skills shortages. A shortage of professionals skilled in AI, data engineering, and systems integration is limiting the speed at which pilots can scale into full deployments [10]. This shortage is compounded by land constraints in dense urban centres such as Greater Kuala Lumpur and Johor Bahru, where physical space for new infrastructure is already scarce [10].
Digital divide and citizen trust. Studies on smart governance and e-services in Malaysia point to continued infrastructure constraints, uneven digital literacy across regions, and resistance to change within parts of the public sector [15]. Concerns around data protection and an emerging governance deficit around who owns, shares, and profits from citizen data have also been raised as unresolved questions that affect public trust in these systems [13].
Post-pandemic urgency without post-pandemic follow-through. Research following the COVID-19 period repeatedly highlighted an increased societal reliance on digital services, which briefly created strong momentum for smart city adoption [11][14]. That urgency, however, has not always translated into sustained investment or structural reform once the immediate crisis passed [11].
Three Lessons Malaysia Should Avoid
1. Do not let technology procurement substitute for governance reform. Buying sensors, platforms, and dashboards is the easy part. Malaysia’s experience shows that without a central, empowered coordinating body, and without clear accountability across federal, state, and local tiers, even well-funded initiatives remain stuck in silos [8]. Cities should resist the temptation to treat technology acquisition as proof of progress when the underlying coordination structures remain unresolved.
2. Do not expect local councils to fund transformation on legacy revenue models. Continuous investment in smart infrastructure cannot be sustained by conventional municipal budgets designed for conventional services [16]. Malaysia should avoid rolling out ambitious smart city mandates without pairing them with a genuinely sustainable financing framework, one that gives local authorities real access to blended financing, capacity building, and long-term maintenance budgets, not just one-time grants for pilot projects [8][16].
3. Do not treat data integration as an afterthought. Systems procured in isolation, however advanced individually, will continue to produce fragmented visibility rather than city-wide intelligence. Malaysia should avoid a repeat of the pattern where new legal instruments for data sharing are introduced while the underlying culture of siloed planning and departmental secrecy remains unchanged [17]. Interoperability and shared data governance need to be design requirements from the outset of any smart city project, not retrofits applied after systems have already been built.
Malaysia’s smart city ambition remains sound, and the underlying frameworks are more thoughtful than many peer nations. What determines whether the next fifteen years look different from the last ten will not be the technology chosen, but whether governance, financing, and data integration are finally treated as the foundation rather than the follow-up.
